The Courses we Offered


From establishment to date, the Centre have trained over 500 persons from both private and government agencies, parastatals and departments across the country on the broad issues of procurement in Nigeria and the globe at large. The Centre strives hard to support government’s aspiration of developing adequate infrastructure base that will bridge the deficit that already exist. The Centre prepare, organize and conduct various training packages, ranging from scheduled/regular trainings to specialized trainings targeted at addressing skills gap in both public and private organizations in the country. Highlights of these courses are as follows;


Effective Public Procurement


This is a primer course in public procurement, designed to provide a comprehensive foundational knowledge on the on the concept, principle, and practice of public procurement in Nigeria. The course details the evolution of the Public Procurement Act (2007), and provides insight on the broad application of the Act in congruence with public procurement manual. It is most suitable for young career public procurement officers who lack the basic knowledge and expertise to effectively carryout procurement activities in their organization. More so, middle age career procurement officers could benefit from the teachings of the course, as it stands to provide clarity to some complex procurement challenges often faced in public organizations.


Public Procurement Planning


This course is specifically designed to enlighten procurement officers on the need for effective planning of procurement activities to ensure smooth and successful operation. Teachings of the course provides insight on the various tools and techniques used in the planning of procurement activities in public organizations. It emphasizes the importance of planning, and defines the key responsibilities of procurement officers in ensuring efficiency and effectiveness of procurement plans. Target group for this course include public procurement practitioners, construction professionals, managers and officials from all Federal Government MDAs, State Government Ministries and Agencies, chief executives and head of units.


Tenders and Contracts Management


As all procurement activities are based on a signed mutual agreement between the procuring entity and the service of goods supplier, this module provides in-depth knowledge on the dynamics of tenders and contract management in public procurement. It provides insight on the various types of contract, methods and methodology of tender application and processing, dispute resolution tools and techniques, as well as strategies for ensuring swift procurement process and subsequent management of contract agreement. Target group for this course include procurement officers at al cadre and experience level.


Technical and Financial Bid Evaluation for Goods & Works


Specifically targeted at technical and financial procurement officers, as well as contractors and consultants often involved in the processes of technical and financial bid submissions with a view to provide insight on the clear provisions of the law (PPA, 2007) on the modalities of technical and financial bid evaluation for the selection and award of contract for goods, services and works. Often involved engaging participants in hands-on practical sessions designed to harness their proficiency in the use of various tools and techniques that will ease the processes, and improves accuracy of decision making.


Conflict Management in Public Procurement


This course set out to provide a deep understanding on the various sources and nature of conflicts often encountered in public procurement, so as to equip course participants with the requisite skills and competence that will enable them aptly and precisely manage such conflicts. It involves the class wide discussions on several case studies on procurement conflict at distinct procurement entities. This provides participants with an opportunity to share experiences, and collectively proffer solutions to most complex and dynamic procurement circumstances.


Procurement Auditing for goods, works and services


This course provides participants with the principles and practices of procurement audits and investigations. The course enables participants to understand the essential tools needed to perform internal-control related services. Participants will be equipped with the skills that will enable them design or implement programs and controls to prevent, deter, and detect fraud in procurement processes. The course provides useful indicators and checklists in this regard. It aims to explain the principles of procurement audits and investigations, discuss the professional and legal requirements for procurement auditing, identify the elements of procurement fraud and misconduct and also discuss the operations of procurement audits and investigations. Target audience include Procurement professionals, financial auditors, chief executives, principal officers, head of units, accountants, project managers from all Federal Government MDAs, State Government, Ministries and Agencies.


Introduction to e-procurement


Realizing the significant role technology plays in improving the efficiency and effectiveness of various human endeavors, and also the efforts of the Bureau for Public Procurement (BPP) in Nigeria towards improving procurement processes, this module provides insight on the concept, legal issues/framework, implementation model that will guide the adoption and use of e-procurement methods and systems. Target audience include Public procurement practitioners, managers, ICT officers and officials from all Federal Government MDAs, State Government Ministries and Agencies, Chief executives and head of units.


Public Private Partnerships


This course provides deep understanding of the Public Private Partnership as an alternative method of public procurement which serves as pallet for improved performance and efficiency of procurement purposes. Teachings of the course broadens the knowledge horizon of the participants, equipping them with requisite skills that will enable the adoption of various Public Private Partnership models in diverse procurement contexts. It also provides insight on the various benefits that procuring entities can derived for Public Private Partnerships within the purview of its economic and legal frameworks. Target audience include Public procurement practitioners, and top managers from all Federal Government MDAs, State Government Ministries and Agencies, Chief executives and head of units.


Procurement of Donor Funded Projects


Nigeria being a third world country plagued with economic challenges have often been involved in donor funded projects over the years. Realizing the peculiarity of the procurement process, this course is systematically designed to meet the apparent need for procurement officers and top management officials in pubic organizations across the country to be well aware of the concept and processes of procuring donor funded projects. The content of the course provides in-depth knowledge on the types, structure, and socio-economic frameworks the guides its efficient exploitation.


ICT Skills for Procurement Officers


The rapid advancement in technology has led to a paradigm shift in how procurement processes are being carried out in the global sphere. The use of Information and Communication Technology has significantly improved the efficiency public procurement processes such as advertisement, evaluations, awards, and procurement audits. As thus, this course is specifically designed to provide procurement officers in public organizations across the country with basic knowledge on the various technological tools and techniques that could be used for improved efficiency and performance of procurement processes, coupled with the skills necessary for successful exploitation and use in respective organizations.
